GLADE OF HOUSES AND EMPTY PROMISES

NIS - For years in the city on Nisava circulating bitter but true jokes, that in suburb Mramor, on homonymous hill near Nis, right across Morava, you can never apply the exact place of residence. Because, you fall a sleep on one, and in the morning you wake up on other parcel, because of landslides that is on this field is known seventy years. But, by decades, especially Serbs who moved from Kosovo, on Mramor`s hill build houses without permit, even knowing that they risk because of landslides, because since then it was easy visible. It is real luck that in those ruined houses, between which is very often intertwined broken water and sewer pipes, electrical and PTT cables, and in which still lives some families, no one was hurt.

But it is very unusual that and many owners of houses on this field have proper licenses. Problem is dramatized by the middle of this decades, when landslides threatened, destroyed or made hazardous for living dozens of homes.

On the cry of citizens for help management of the city, especially before elections, went to the Mramor and promised that all will be disposed, and field expertly repaired. Visited them, again somehow near election, and ministers and vice presidents of Government. Some families are disposed, ten of them, in the settlement Pasi Poljana, where they got houses with yard, although citizens of Mramor this solution has distanced itself from the former houses and properties on ten, even fifteen kilometers.

To the rest, and there are about forty, whose houses inspection declared dangerous for habitation, City Municipality of Palilula for years paid subtenant rents, what monthly facilitates city budget for about half million of RSD.
In October last year Geological Institute of Serbia from Belgrade by contract with Authority for construction of City of Nis commitment that until March this year prepare report of rehabilitation of Mramors landslides and all this for seven million RSD. Geologist from Belgrade, however and beside extension, did not respect the obligations, neither documents that they send in phases represent final and serious report.

President of Palilula Municipality Igor Novakovic says that is simply said, furious because of behavior of Institute. They, according to the documents that they sent, reveal hot water, and say that “research should be carried out on the field?!” But for God`s sake, probably should tell which researches, when, how, who and how much all this costs. We need fast, clear and accurate answers. From our municipality that’s why already started initiative that Authority for construction of City of Nis sue Geological Institute of Serbia. Because they lay to us and we lay citizens, who will await one more winter without shelter – says Novakovic.

In the Authority for construction of the City of Nis have confirmed that they will sue Geological Institute of Serbia, to whom is already paid 2,8 million RSD. But, this claim does not bring, but even further delayed recovery of Mramors landslides. And in meanwhile, slip and crack and remaining houses, and problem becomes more difficult and expensive. Citizens in settlement Mramor says that they don’t trust to nothing and nobody.

But, agile president of Palilula Municipality, to whom area belongs sliding settlement Mramor, says that he already provided location for building 45 apartments for Mramors homeless. City has provided location in the settlement Ledena Stena, in the street Petar Arandjelovic. Plot is completely urban and infrastructure regulated. Its about very serious investment, worth 150 million RSD, and those money we will provide by credit from European Investment Bank, because it is about one of the bigger natural disasters in Serbia. I expect that this funds we will be able to use from March next year. That is good news and bad news that yet nothing does not take on the recovery on landslide, that still works and can bring new homeless- says president of the municipality Dr Novakovic.

Who issued the permits?
Someone has to the owners of the houses took money and issued permits on the area that is seen and naked eye that it is not for building. It is inadmissible that the one who signed such permits stay unpunished, because they jeopardize life of families that they there build houses – says president of Municipality Novakovic. New 45 housing with 2500 squares On the already defined plot on the Ledena Stena for residents of Mramor will be build 45 housing, total surface of about 2.500 squares. There it will be six bedrooms, 32 two bedrooms and 7 three bedrooms housing, what corresponding to the needs of the most vulnerable families.
